Photography has been an art form for centuries, and some would say that it is one of the most influential in modern culture.

Famous photographers are often recognized as such by their peers; however, there's no single answer to what makes a photo great instead, people give different answers based on personal preference or experience with photography.

A lot can be said about technical matters like sharpness (although many argue this shouldn't matter), use-of light etcetera but if you ask any group they'll come up with opinion varying somewhere between "artistic" & meaning/emotion profound.
